I've never seen Reno 911 as such, since I don't get Comedy Central, but it's apparently a very subtle parody of COPS and other such police reality shows.
Well I just found a link to this gem that will, if you have any knowledge of Dungeons & Dragons, put a big smile on your face. The fact that it's played in a completely straigth manner just makes it even more hilarious
